Russia Has Stolen Nearly 15 Million Tons of Ukrainian Grain Since 2022
Grain worth USD 6.8 billion was transported out of occupied Ukrainian territories between 2022 and 2025.
Russia stole nearly 15 million tons of Ukrainian grain worth USD 6.8 billion from Ukraine’s occupied territories between 2022 and 2025.
As the CFTS portal reported, citing the NP publication, 2.5 million tons of grain were exported from occupied Ukrainian territories in 2022, 5.7 million tons in 2023, 4.8 million tons in 2024, and 2 million tons in 2025.
This year, the first shipment of stolen grain totaling 5,000 tons was sent from occupied Mariupol in mid-January.
Russia continues to export Ukrainian grain, using the so-called “shadow fleet” and through friendly countries that help it evade sanctions. In the second half of 2025, Ukrainian grain was imported by Egypt, Bangladesh, Turkey, Syria, Saudi Arabia, Vietnam, and others. In total, 87 vessels were involved in the grain theft, and 85% of these vessels are registered in Russia.
Recently, it was reported that the Abinsk vessel (IMO 9303869), carrying 43.8 tons of wheat from occupied Ukrainian territories, had arrived in Haifa (Israel).
In addition to grain, Russia is exporting coal, coke, kaolin, iron ore, soda ash, and steel from Ukrainian territory. In 2025 alone, over 200,000 tons of minerals and metallurgical products were stolen.
