Ukraine Imposes Sanctions on Captains of Russian “Shadow Fleet”
The sanctions target 94 individuals who are citizens of Russia, Iran, Pakistan, Myanmar, China, Bangladesh, India, and Georgia.

Ukrainian President Volodymyr Zelenskyi has enacted Ukrainian National Security and Defense Council’s decision No. 578/2025 “On the Imposition of Personal Special Economic and Other Restrictive Measures (Sanctions),” the CFTS portal reports.
According to the decision, the sanctions target 94 individuals who are citizens of Russia, Iran, Pakistan, Myanmar, China, Bangladesh, India, and Georgia.
These sanctions are the first of three new packages that are being prepared for approval by Ukraine’s international partners. The goal is to synchronize the restrictions to ensure effective pressure in most global jurisdictions.
The list includes ship captains from Russia, India, Georgia, Bangladesh, and China, as well as shipping operators who organized the transportation of Russian crude oil outside the established price cap.
