Ukrainian Intelligence Launches Website With Information on Captains of Ships Illegally Transporting Stolen Ukrainian Grain

The Main Intelligence Directorate of the Ukrainian Ministry of Defense (also known as the Defense Intelligence of Ukraine or DIU) has launched the War & Sanctions website, which publishes information about the captains of ships transporting stolen Ukrainian grain, the CFTS portal reports.

Soon, the website will add sections on aircraft, ports, and airports.

It plans to launch a similar platform for tracking transporters of crude oil.

After publishing the information, the DIU called for sanctions on the vessels listed on the website, as well as on companies and individuals associated with them. It also proposed banning these vessels from entering ports, territorial waters, free economic zones, and international straits and banning the sale of spare parts for them. In addition, it called for secondary sanctions on companies and individuals cooperating with such vessels and companies.

The list of measures to be taken includes banning ship-to-ship transfers involving Russian fossil fuels in territorial waters and exclusive economic zones; requiring confirmation of P&I insurance coverage (capitalized and with an independent credit rating) for all oil tankers entering ports, territorial waters, exclusive economic zones, and international straits; blocking the passage of violators and ensuring compliance with environmental and safety requirements for tankers entering territorial waters, exclusive economic zones, and international straits.

In addition, the website recommends requiring bank statements to verify compliance with the price cap when purchasing insurance and related services; involving financial and specialized institutions in the gathering of evidence; publishing the results of investigations and imposing real punishment, including significant fines; banning the sale of used tankers to “state owners” of the shadow fleet and imposing secondary sanctions on violators of this ban; canceling the registration of ships that systematically engage in shadow operations at sea; sharing information and synchronizing efforts with other countries.
